Pages here are drafted by ContentOS running on Tobto as its first tenant, and reviewed by a person before they ship. The operating log shows what shipped, what is in the queue, and what it got wrong.
Being specific about the state of it: the measurement half of that loop is not built yet. The store, the agents and the gate are running. Closing the loop from published outcome back into the store is the thing being built, and a page that implied otherwise would be the exact failure this system exists to prevent.
